it means that you have built up a case of a supposed wrongdoing, and that you have found evidence that will corroborate the wrongdoing.

the words that could have been used by this writer could have included frame, reveal, or something like that. 

here, the conspiracy that is seemingly to be framed, is about a criminal conspiracy between A Raja, and Swan promoter Shahid Usman Balwa.

if swan was the only benefitor of the granting of license, then there is obviously a wrongdoing. the minister will take the decision as to what the cutoff date will be. that is why he is the minister. hence, the CBI  will have to show evidence of payoff from Balwa to Raja. There is a talk of the loan to Kalaignar TV. Is Raja the owner or stakeholder in Kalaignar TV? Then what is the evidence. We will realise slowly but surely the extent to which the scum duo of subramanian swamy and prashanth bhushan has wasted our time when the CBI  reveals its case. whether the CBI has established a case will be weighed by the Supreme Court. that is why there is something called a court.

In the meanwhile, the victims of the scum duo, the CBI, go here, there, and everywhere. doing business has to be outlawed in this country and in the world for there to be something that could be termed as wrongdoing in this case.

why is Raja still in prison, the CBI  might tell the court that he will go and erase the money trail. is that possible. only scum will tell yes.
